Fiona MacKeown - who is currently living at her home in Goa - has accused state officials, police and drug lords of being involved in a cover-up over her daughter's death.

"We are writing to the home and external affairs ministry to not issue her a visa again to come to India. Her entry into India should be banned," Goa home minister Ravi Naik said.

"We will request the federal government to make sure that she (MacKeown) does not get entry to India again."

"On one of Scarlett's trips from Anjuna to visit the family, she let slip something about a room key," Miss MacKeown said. "I said, 'What do you mean, room key?' She said she'd had a row with Julio's aunt, and had to move to a guest house."

"Went to see a mates a last time and then I'm off to India for six months. I'm getting excited. I went to a party last night, got drunk, stoned and was trippin on mushies.

After the rest of her family abandoned her leave to tour other parts of India, Scarlett appears to be embracing the wilder side of Goa:

"At the full moon party I met this guy, Julio. I was pretty messed up, like I had taken a pill and drunk a lot of vodka. I don't remember that much but it took like two weeks b4 me and Julio were hangin out regularly."

By her penultimate entry Scarlett seems distressed and says she wants to go home:

"I think [Julio] is just using me, he says he loves me but I don't think so. He treats me like I'm only with him 4 his money or sex. I want to go home, but I'm stuk"

The mother of a British teenager, who was raped and murdered last month in Goa said on Wednesday that she was worried at the possibility of police charging her with neglect for leaving her daughter alone.

Scarlett Keeling, 15, was found dead on a beach in Goa in February, and her mother was away in the southern Indian state of Karnataka then, according to police.

"I am worried at these reports and the police is deflecting the real issue and taking the focus away by saying that I neglected my daughter which is not true," Fiona MacKeown told Reuters from Goa.

"She was not alone and was under the care of a very responsible person. The police is only trying to cover up the case and I don't have any faith in them."

A police officer said charging MacKeown for neglect was a possibility but declined to say anything more.

"There are provisions under Indian laws to charge her with neglect," said Kishan Kumar, a senior police officer handling the case.

"That is a possibility, but we are not saying anything more now".

Her mother Fiona MacKeown, had left Scarlett in the care of the family of the girl's local boyfriend while she and the rest of her children travelled for three weeks in a neighbouring state.

Asked if she thought leaving Scarlett in the care of her boyfriend's family was a mistake, she said: "It's a decision I made and I'll have to live with it."

Pressed on whether she felt responsible in any way for Scarlett's death she replied: "No, not at all."

The Supreme Court lawyer Vikram Varma, who has been working for Ms MacKeown, told News agency's he was shocked by the latest developments.

"I expected the state to provide some sympathy for Fiona. (why? she abandoned her daughter so she could follow her own pleasures)

"Then this morning when I spoke to the police inspector he told me Fiona needed to be brought to a police station for questioning.

"They seem to be saying all right it was murder, but perhaps she is to blame.

"The child was left in the care of adults who ensured the mother the child would be well cared for." (Oh and how long had she known these people? and for what period of that time was she NOT stoned out of her brains?)

Ms MacKeown has maintained there is a conspiracy around her daughter's death.

She has sent her other children back to Britain.

She has demanded that the Indian Central Bureau of Investigation look into the death of Scarlett. She plans to stay on in India pursuing her eldest daughter's case.

A bartender called Samson de Souza has been remanded in custody for 14 days in connection with Scarlett's rape and murder.

Ms MacKeown wants to try to organise the repatriation of Scarlett's body back to the family home near Bideford in Devon as soon as possible, but has been told there may be further tests required on her body.

At least two peers are on a stolen list obtained by the authorities of suspected tax evaders with secret bank accounts in Liechtenstein, it has emerged.

Reports that as many as 40 members of the House of Lords appear on the dossier, which was controversially bought from a banking whistleblower, have been dismissed as wildly inflated.

But The Daily Telegraph has learned that a small number of peers are included on the list of Britons with secret bank accounts in the tiny European tax haven of Liechtenstein.

The whistleblower, a former worker at the LGT bank, was paid £100,000 for the names by HM Customs and Revenue, having already sold a similar list of German clients to the authorities there for as much as £3.5 million.

Liechtenstein has long been used by millionaires seeking to evade taxes because of its tight banking secrecy. Although it is expensive to open an account there, it is possible to stash millions away from the authorities without anyone knowing.

The late newspaper mogul Robert Maxwell is among those who hid his crooked dealings in Liechtenstein, along with Saddam Hussein, the former Iraqi dictator, and the drugs baron Pablo Escobar.

The presence of even one peer in the dossier would be a severe embarrassment, as the House of Lords votes on tax laws among other legislation. A spokesman for the TaxPayers' Alliance said: "It is obviously wrong if someone is voting on the taxes the rest of us have to pay, but then not obeying the law themselves.

"It is crucially important that our politicians have to pay the same tax as anyone else - that is the only way they can appreciate the severe burden of taxation and the damaging impact it is having on ordinary people's lives."

Some 23 girls are still missing from a city's schools after extensive efforts to locate them, a minister has disclosed.

A man beheaded his nephew, aged just fifteen months, in front of his mother in a crowded Saudi Arabian supermarket, a newspaper in the country has reported.

According to Arab News, the "well-built" 25-year-old man, of Syrian nationality, picked up a large knife from a nearby store and decapitated the infant following a family argument at around 9:30am on Sunday.

The incident, which took place in the fruit and vegetable section of the supermarket in Jeddah, on the Red Sea coast of the country, has shocked the deeply conservative nation.


It is believed the row involved his sister and his brother-in-law. "The murderer was in a dispute with the boy’s mother and her husband. He chopped off the boy's head in front of the mother to get back at her," the English-language daily paper quoted a police officer as saying, on condition of anonymity.

The mother was taken to hospital after she and an onlooker both fainted at the scene.

"It happened so quickly. Before people could intervene, the man had cut more than half-way through the child’s neck," Abu Muhammad, an eyewitness, told Arab News.

Major crackdown on gang violence

The campaign is aimed at cracking down on public order problems
Violence, football hooliganism and public order will be tackled in a major crackdown on gangs.

The campaign, headed by the Violence Reduction Unit, will see police working with gang members and others to combat the problems of violence.

It is part of the Safer Scotland anti-violence campaign and follows on from work carried out to reduce incidents involving knives.

The Scottish Government has pledged £200,000 for this latest phase.

Det Ch Insp Andy McKay, Safer Scotland co-ordinator, said: "This form of violence is prevalent across Scotland and can be fuelled by everything from geographical location and place of residence to football.

"It adds to the feelings of social division and fragmentation in certain areas and it can tear the heart out of a community. It will not be tolerated.

"We are committed to tackling these issues and making our streets safer for everyone. No-one should feel afraid to walk down their own road at night."

Tough enforcement

The money will be used by each police force to help fund programmes aimed at changing attitudes and behaviour.

These include schemes to educate aggressive young men to become less violent, reducing the number of people carrying weapons and preventing young people drinking alcohol.

Justice Secretary Kenny MacAskill said: "We need to do more to make sure our young people don't get caught up in gangs and the cycle of drink, drugs, deprivation and crime that it leads to.

"That's why we're investing money seized from criminals to give young people more opportunities through our CashBack for Communities scheme, and providing a pot of £200,000 for forces and their partners to deliver workshops for known gang members.

"Combined with our tough enforcement efforts I believe this can make a real difference - helping to stop people joining gangs and offering a way out to those who are already involved."

Man who aimed to walk to India forced to quit

A British man who aimed to walk from Bristol to Gandhi's birthplace in Porbander, India without spending any money has been forced to give up at Calais.


Mark Boyle, 28, who began his trip with only t-shirt, sandals and a bandage four weeks ago, hoped that strangers along the way would provide him with food and places to stay.


He is a member of the Freeconomy movement, which believes in a " moneyless society in which no money changes and there is no duality between giving and receiving", and would like to see money disappear altogether.


After reaching Calais Mr Boyle made the decision to quit his trip because as he could not speak French, people thought he was an asylum seeker or a freeloader and would not give him food or board.

The 28-year-old kept an online diary of his adventure, where in one of his final entries he wrote: "…they had also seen us as just a bunch of freeloading backpackers, which is the complete opposite of what the pilgrimage is about".

In his online diary Boyle said that he received two free dinners at Glastonbury

Mr Boyle, who was joined at Dover by two companions, apologised to his supporters and said that he was unable to find words to express his disappointment at having to quit.

But he also revealed that his dream is still alive. He now plans to learn French while walking round the British coast in preparation for a renewed assault on his passage to India next year.

Muslim leaders write 'harmony' letter to Jews

An international group of Muslim leaders have sent a letter to the world's Jewish community appealing for better relationships between the faiths.

The unprecedented letter, which is being seen as a significant gesture of reconciliation, said: "Many Jews and Muslims today stand apart from each other due to feelings of anger, which in some parts of the world, translate into violence.

"It is our contention that we are faced today not with 'a clash of civilizations' but with 'a clash of ill-informed misunderstandings'."

Signatories of the letter include Professor Akbar Ahmed, a former High Commissioner of Pakistan to Great Britain, who also signed a similar statement earlier this year from Muslim scholars to Christian leaders around the world.

The new letter said: "Deep-seated stereotypes and prejudices have resulted in a distancing of the communities and even a dehumanizing of the 'Other'. We urgently need to address this situation. We must strive towards turning ignorance into knowledge, intolerance into understanding, and pain into courage and sensitivity for the 'Other'."

It added: "There is more in common between our religions and peoples than is known to each of us. It is precisely due to the urgent need to address such political problems as well as acknowledge our shared values that the establishment of an inter-religious dialogue between Jews and Muslims in our time is extremely important.

"Failure to do so will be a missed opportunity. Memories of positive historical encounters will dim and the current problems will lead to an increasing rift and more common misunderstandings between us."

One signatory, Sheikh Michael Mumisa, a Cambridge University lecturer, said the letter was the first in modern times sent to the Jewish community with the backing of scholars and Muslim leaders.

"The message in this letter conveys to the Jewish community a genuine desire for mutual respect, for dialogue and deeper understanding," he said.

Arguably the hardest linguistic challenge of all is to agree on a definition of terrorism -- a hurdle which has prevented the United Nations from agreeing a global convention against it.

"It is time for the world to get its act together," said Gijs de Vries, former European Union counter-terrorism coordinator.

"It is time once and for all to do away with the hypocrisy that killing men, women and children can be acceptable if done in the framework of a liberation struggle. Killing men, women and children is wrong. One shall not target non-combatants, that's a basic rule of humanity that ties us together across religious and national divides."
