Miliband insisted the diplomatic "dual track" approach -- combining increasing sanctions with the prize of economic and political cooperation if Tehran complies -- can still succeed.

The government said on Wednesday it was preparing tougher sanctions against specific members of the Zimbabwean government and urged world leaders to work together to remove President Robert Mugabe from power.

"We are preparing intensified sanctions, financial and travel sanctions, against named members of the Mugabe regime," Prime Minister Gordon Brown told parliament.
He said the way forward for the country was United Nations and the African Union "working together for a change of regime."

Brown also said his government was speaking to the England and Wales Cricket Board (ECB) with a view to banning the Zimbabwean cricket team from touring England next year.

The bosses of the UK's six biggest energy firms are facing a grilling from MPs amid growing public anger over rising bills.

The Business and Enterprise Select Committee will probe the chief executives of British Gas, EDF, npower, E.ON, Scottish Power, and Scottish & Southern Energy.

The average dual fuel customer is now paying nearly 15a% more - £1,048 - for gas and electricity after the latest round of increases.

This is nearly double five years ago - and the fear is bills could go up by another 40% later this year as firms tackle rising costs.

This would add a potential £400 to increasingly strained household budgets.

The chiefs of the "big six" are expected to argue the doubling of wholesale gas prices for the coming winter give them little option.

In Europe, wholesale gas costs are linked to oil prices, which have surged to near $140 a barrel.

Customers have also been hit by the cost of industry's efforts to tackle climate change.

The MPs launched their inquiry into the market in May after complaints energy firms were colluding on prices and over charging customers.

Children's Secretary Ed Balls has promised to tackle parents who refuse to allow teachers to discipline their children.

Some headteachers put pupils in detention only for parents to march into class and demand their children be allowed to leave, according to Mr Balls.

He has asked the Government's school behaviour adviser Sir Alan Steer to investigate how heads can work with parents who challenge their authority.

Speaking to heads at the National College for School Leadership conference in Birmingham, Mr Balls will say: "When I talk to heads they say behaviour is one of their main concerns.

"Some talk of giving detentions to pupils only for the parent to come in and demand their child is let off.

Credit crunch to up cost of 2012 Olympics (We did warn you this was comming!!)

Even we were surprised that Cost pressures have already had an adverse affect on the main venues, with the budget rising 106 million pounds since November.

The price of the main stadium has already increased by 29 million pounds to 525 million pounds.

This has been mainly offset by savings elsewhere, but one billion pounds of contingency funding will be spent, according to the new mayor of London’s report.

Ross also highlighted concerns about security, saying the public could be put in danger unless plans are speeded up.

"It is absolutely vital that significant progress is made quickly on security planning so that necessary facilities are identified early enough to be provided cost effectively," it said.

"Failure to catch up and complete this work satisfactorily will have serious implications for Londoners as they will be the people most exposed to disruption and security risks."

But the report praised the progress made on the site's preparation, which is two months ahead of schedule. Johnson called for a Legacy Board of Advisers which will ask questions about value "now and not in four years' time".

A Tory councillor has been accused of prejudice after suggesting immigrants should be taught that dropping litter is unacceptable.

Lucy Ivimy highlighted the problem of a council estate where a communal garden was being ruined by rubbish thrown from flats.

She said Indians in particular viewed throwing rubbish out of windows as "normal" and should be "firmly told" not to.

She said an "educational exercise" should be carried out so they stopped littering.

Miss Ivimy, 53, who sits on the Tory-run Hammersmith and Fulham Council in London, outlined her concerns in an email to Nick Johnson, chief executive of H&F Homes housing association.

She had heard about the litter problem at a residents' association meeting last week.

Her email said: "I think we need to a) sort out some regular cleaning up of the garden and b) conduct an educational exercise to tell people not to throw stuff out of the window - particularly foreign born residents.

"I know that in India throwing rubbish out of a window and total disregard for the cleanliness of a public area is normal behaviour and I dare say a number would change behaviour if firmly told that in London this is not acceptable behaviour."

Stephen Cowan, leader of the Labour group on the council, said: "It's a minority of residents who throw rubbish outside of windows and leave it in corridors.

"They are from all backgrounds and there is continuous education about what is acceptable behaviour, but it is completely wrong to say it is just people from India and all this shows is her inherent prejudice." (what a wanker)

Miss Ivimy later said: "This was a hastily written, ill thought out, stupid, personal e-mail.

"On reflection of course I can see how the comments may be offensive. That was never my intention and therefore I apologise."

A white farming couple was assaulted, whipped and shot at after they were given two minutes to leave their property in Zimbabwe.

William Rogers and his wife, Annette, were threatened by three Robert Mugabe supporters, who told them: "We are like hungry lions."

Dozens of Zimbabwe's last white farmers have suffered similar ordeals since Mr Mugabe lost the presidential election's first round in March.

After defying the two-minute warning to leave, Mr and Mrs Rogers took refuge in their home on Chigwell farm. A gang of a dozen men soon gathered outside.

"They started smashing windows and the front door was smashed open," said Mr Rogers. One of the men produced a gun and opened fire. "He fired a shot directly at us which went just over my head and close to my wife's head," said Mr Rogers. "He obviously intended to kill us."

The couple retreated upstairs and listened, terrified, as the gang began heaping together a fire in their living room, using the wreckage of their back door.

"We thought we would be burnt alive, which is when I said that we would come out," said Mr Rogers. He grabbed a shotgun and led his wife downstairs. The ringleader ordered him to hand over his weapon. Men seized Mrs Rogers and grabbed her by the throat. (Sounds genuine so far)

Tens of thousands of prisoners are opting not to apply for early release amid allegations that Britain's prisons are now so comfortable that they are effectively "expensive bed and breakfasts".

The figures were released on Tuesday by Jack Straw, the Justice Secretary, who also disclosed that dozens of people have been caught trying to break into prisons over the past few years.

The news was seized upon by the Conservatives who described the mismanagement of prisons by Labour as "ludicrous".
Shadow ministers claim that the figures provide the first hard evidence that prisons are now so "cushy" that people would rather stay in prison than be free.

The latest figures show that 37,000 inmates eligible to be released early declined to apply for the perk between 1999 and 2006.

Between 2003 and 2008, 42 individuals were detected attempting to break into prisons. The number of prison break-ins has increased from five in 2003-04 to 19 over the past year. Most were people breaking into open prisons.

Nick Herbert, the shadow justice secretary, said: "Labour's mismanagement of prisons is descending from tragedy to farce. How secure are our jails if criminals can break into them? Whether these are offenders trying to return to jail, as prison officers have alleged, or dealers trying to traffic drugs, it is ludicrous that supposedly secure establishments can be breached in this way."

On Wednesday, the Confederation of British Industry (CBI) will call on ministers to improve prison rehabilitation programmes – with the help of the private sector if necessary.

In a speech at a CBI conference on criminal justice today, Dr Neil Bentley, the confederation's director of public services, will say that if prison is meant to be about rehabilitation as well as punishment, then re-offending rates show the "colossal failure" of existing criminal justice policies.

"Punishment must go hand-in-hand with rehabilitation, otherwise taxpayers, including business will keep paying for an endless merry-go-round of crime – custody – court, with prison just used as a hugely expensive bed and breakfast facility that keeps criminals out of circulation," Dr Bentley is due to tell delegates.
Glyn Travis, the assistant general secretary of the Prison Officers' Association, said: "It tells me there's something wrong in society when people are breaking into prisons to bring in drugs, but the prisoners are quite happy to stay inside."
Inmates at a top security prison recently told Mr Straw that conditions there were like a "holiday camp".
"Prisoners receive a wage for being in prison, they receive a bed, a TV in all cells, Sky television in most areas for recreational use, free telephones, breakfast in bed on many occasions, cash bonuses for good behaviour," said Mr Travis. "And prison staff are forced to deal with them in such a subservient way. It's ridiculous."
A spokesman for Mr Straw said that prisoners may choose not to apply for early release as they believe they are unlikely to pass the risk ass-essments. Others may be un-able to provide an address to which they will be released.

The new points-based immigration system will not be enough to ensure sufficient numbers of high-skilled workers come to Britain, while a hostile atmosphere will deter others, according to a report.

The Work Foundation, a not-for profit organisation, warned that Britain could lose out to other countries and face a shortage of "knowledge workers" in the future -- those involved in the IT, healthcare, science and technology fields -- unless the government acts.

We have many able people in the UK we do NOT need any more external labour, what we need is the political will to stop depending on foreigners for the quick fix business claims is essential!


Of course the government needs to act but NOT in the manner these self interested people want.

The government of the UK need to give our education and social security systems a 100% reform, they need to make parents responsible for their children, they need to remove the benefits only lifestyle option.

Athens' deserted Games sites a warning to London Olympics

The buildings constructed in Athens for the Olympic Games four years ago are fly blown, closed to the public and covered in graffiti, a forewarning of the possible aftermath of the London Games in 2012.


Of the 22 venues in the city, 21 are in a state of disrepair and under guard to prevent vandalism but the local dog population seem to be enjoying the peace and quite they are afforded in the locked up facilities.

Athens spent more than £9 billion on staging the Olympics, slightly less than the current estimate for the London games.

The hangover from the games was tremendous. Greece was left with a national budget deficit of 6.1 per cent, more than twice the maximum allowed under European Union rules. (you can of course bend any fucking rule you like in the EU, just as long as someone gets a free jolly or a nice little back hander!)


The infrastructure, which was installed in such haste, has proven to be far too extravagant for the city. It is difficult to imagine there was ever much local interest in continuing to use the baseball, kayaking, fencing and handball facilities down the coast at Hellenikon.

A few miles outside the city centre, the sprawling Faliron complex that once hosted the beach volleyball and taekwondo competitions is deserted and a lone security guard has not been able to deter youths from spraying the walls with slogans.

Inside one of the buildings, puddles of water are dotted across the marble floor.

The baseball stadium was briefly used for football matches, until the organisers realised that the shape of the baseball diamond resulted in all the television cameras standing at the corner flag.

Elsewhere at Hellenikon, piles of rubbish are mounting behind heavily padlocked gates and electrical cables hang loose from the walls. On one bridge, every light fitting has been wrenched out, while crumbling concrete is ubiquitous, a sign of the speed at which the complex was built.

At Marathon, where Matthew Pinsent won his fourth Olympic rowing gold medal, the wood has rotted and weeds have blanketed every inch of pavement.

The only open venue is the former badminton stadium, which has been transformed into a theatre, which has hosted Swan Lake on Ice and Jesus Christ Super Star.

Many Athenians were unhappy at the huge sums involved in building the Olympic venues. However, national pride has mostly overwhelmed any residual anger or resentment.
"We always wanted the Olympics to come to Athens, and we felt that the Olympics belonged here so we were able to bear the costs," said George Georgakopoulos, a commentator at Kathimerini, a Greek newspaper.

Athenians note that while the venues remain closed, the resurfacing of the roads and the upgrading of the metro system have made the city hugely more habitable.
"Of course mistakes have been made, but we are on the right track now," said Konstantinos Matalas, the president of Hellenic Olympic Properties, the company which the government has formed to find buyers for the venues.
Mr Matalas said several of the venues have now been leased out, and that he had designs for all of them. (looking at the graffiti all over them, so have most of the locals)
A spokesman for the London Organising Committee of the Olympic Games, said: "Our Games will be truly sustainable in that we are only building facilities that can be used after the Games.

England's highest pub has been brought down to earth after a makeover it was given as part of a nationwide advertising campaign landed it in trouble with planning authorities.

Home improvement firm Everest recently returned to the Tan Hill Inn, which stands 1,732ft above sea level in the Yorkshire Dales, where it made its first television commercial 22 years ago.

It featured the late Ted Moult allowing a feather to flutter down inside double glazed windows to demonstrate their draft-proof qualities during extreme weather.

Now a new marketing drive has been launched with a modern makeover of the stone-built premises involving energy efficient windows and solar panels.

But not all viewers have been impressed by the changes, with planning officials realising that they had not authorised the work.

Homeowners have not needed permission to install alternative energy technologies such as solar panels since April 6, but this does not extend to commercial properties.

Tracy Daly, 42, landlady of the Tan Hill, said: "We thought all the paperwork would have been sorted out before Everest came in to do the work.

"I thought the council would have wanted us to do our bit for the climate but it seems they’re more interested in filling out the paperwork."

The advert shows Craig Doyle, a sports presenter, walking in as the finishing touches are being applied to a new set of windows.

For its part the pub received about £90,000’s worth of equipment, including the new windows, the solar water heating panels and a new boiler.

Ms Daly, who took over the pub three years ago, added: "When Everest asked us if they could use the pub again for their TV commercials, we thought it would be great publicity for us and we could get the extra improvements done at no cost to ourselves."

The panels will have to be removed unless the company can obtain retrospective permission from the local authority.

Tom Stirling, of Richmondshire District Council, said the solar panels need building regulation consent, planning permission and probably listed building consent as well.

"Obviously we’re not going to be draconian about this, so we hope to speak to the owners again shortly and help them complete the necessary paperwork," he added. (but they are of course going to be fucking dogmatic about it!!!)

JOHANNESBURG (Reuters) - I only realised how serious the attacks were when I saw a photograph of a man being burnt alive in a township east of Johannesburg.

Having worked as a photographer in South Africa for more than 10 years, I was no stranger to violence: I had seen angry people chanting slogans, blocking roads and destroying property.

But burning a man alive was evil and barbaric, a flashback to the worst violence under apartheid when opponents of the white minority government were shot and tortured by police and informers were "necklaced" with burning tyres.

That photograph of the burnt man was not mine, but in the following days I came face-to-face with this new brutality as attacks on immigrants spread across Johannesburg and to other cities.

In one informal settlement, I found a badly beaten man who had narrowly escaped being burnt. He was lying a few steps from a pile of partly burnt plastic and paper.

Residents said a mob tried to burn him but ran away when some of the locals approached.

In the worst violence since the end of apartheid 14 years ago, angry people stabbed, clubbed and burnt migrants from other parts of Africa, accusing them of taking jobs and fuelling South Africa's notoriously high levels of crime.

At least 50 African migrants were killed and up to 100,000 were forced to flee their homes. Thousands of immigrants from Mozambique and crisis-torn Zimbabwe returned home.

The outbreak started on May 11 in Johannesburg's Alexandra township -- across the city from Soweto where I was born -- before spreading through shantytowns and townships around the financial and industrial capital.

Then, the attacks spread down to Cape Town and east to the port city of Durban.

The explosion of deadly anger dealt a blow to the international image of a country that calls itself the "Rainbow Nation", making investors wonder just how stable Africa's biggest economy really was.

It surprised and disappointed me.

On May 18, I received a call from a colleague who told me foreigners were being chased and beaten in central Johannesburg.

This was just a day after I had returned from assignment in Malawi, where people are so humble, warm and happy to have a visitor from another country.

I grabbed my cameras and went to town.

When I arrived, I was amazed by the number of police who were driving around, searching and arresting suspects.

I thought the trouble would pass, but I was wrong.

Later that day, after I had finished filing my pictures, I was shocked to see photos taken from other areas, including that picture of a man being burnt alive.

I decided to go to Reiger Park, an informal settlement east of Johannesburg, and the place where the man was burnt.

When I got there, I saw hundreds of young men with sticks, knives, pangas (machetes) and spears, angrily shouting that they wanted all the foreigners out of South Africa.

I found the injured man who had nearly been burnt in front of a shack.

I kept shooting pictures but then some people from the mob told us they didn't want the media there. This happens most of the time when you try to take photographs in tense situations in South Africa. But this time, it looked serious.

They came up to us, threatening us and wielding their weapons. We could see the anger in their eyes.

We stopped taking pictures and only returned when we thought it was safe, sometimes going back in with the police.

But it was a difficult situation. The mob threw stones at the photographers and the police occasionally fired shots to disperse the crowd.

I've covered violence before but this was bad. I was disappointed that my countrymen had turned against their brothers and sisters from countries that had helped us during apartheid.

South Africa's government has been criticised for its slow reaction to the violence and for not addressing the poverty that is widely blamed for the bloodshed.

Last Sunday, President Thabo Mbeki called the wave of attacks a "disgrace", and said the government would act firmly to curb the bloodshed.

The children, aged between 9 and 11 years old, are pupils at San Giuseppe Bosco, near a camp at Ponticelli that has been repeatedly attacked by Italian locals.

Locals first set fire to the camp two weeks ago in retaliation to stories that a gypsy girl had tried to steal a baby elsewhere in the city. Since then it has been repeatedly attacked, with more petrol bombs launched at its makeshift buildings.

Teachers at the school had set the children the task of explaining how they felt about the persecution of the gypsies. The response was an alarming series of drawings and essays, many of which supported the vigilante action.

“The gypsies steal children to transplant their organs,” wrote one child.

“We are not racist, but if they want to stay they have to stop stealing,” wrote another.

One crayon drawing showed burning buildings with a mob outside shouting “Fight, fight!” and “Get out of here, Roma!”

The attacks and essays come against a backdrop of growing intolerance to immigrants, fuelled by hard-line partners in the new government of prime minister Silvio Berlusconi.

A report by Amnesty International yesterday warned that Italy was now “dangerous” for illegal immigrants. (good the "WE DO NOT WANT YOU HERE" message might start to get across !!!)

Mariano Coppola, the headmaster, blamed the parents of the children for their attitudes, and claimed that many of the children had actually participated in the attacks on the Ponticelli camp.

“Their teachers were working with them to help them understand what really happened, and to clearly show them that these violent acts should not be repeated,” he said.

“But in their families, or on the streets, these kids are learning a very different lesson,” he added. “Some of these children were fully involved and have told stories about taking part in the raids, and have firmly defended their position afterwards,” he said.

La Repubblica newspaper reported that one child called Francesco wrote: “The people who live in Ponticelli may have gone over the top, but perhaps they were right because they have been left alone for too long to deal with the problems from the Roma.”

Another student, Giuseppe, wrote: This was the right thing to do. The gypsies wouldn’t go when asked nicely so we had to get tough with them”(We cannot see the problem with this approach!)

In its report, Amnesty said it was particularly concerned about a new law which will deal hefty prison sentences to illegal immigrants. (JUST TYPICAL OF THE ARSE LICKING COMMIES)

“Amnesty International is extremely alarmed both by the contents and haste of these measures... and by the climate of discrimination which preceded them,” Miss Carboni, the head of Amnesty in Italy.

Mr Berlusconi’s government has also drawn up plans for 10 new “Centres of Temporary Permanence” in which to hold immigrants until repatriation. (SENSIBLE MOVE)

Italy’s statistics agency, ISTAT, fanned the fires of anti-immigrant feeling yesterday by releasing numbers showing that immigrants are responsible for more than a third of the murders committed last year.

ISTAT said foreigners had committed 70 per cent of all petty theft, 39 per cent of the sexual offences and 36 per cent of the murders.

The damning figures confirmed the opinion of almost half the country that immigrants are “dishonest”. However, ISTAT also noted that many of the crimes committed by foreigners were against other foreigners.

LONDON (Reuters) - Britons are ruder than they were a decade ago, according to a survey on Monday that showed almost three-quarters of people think manners should be taught at school.

A third believe bad manners are the catalyst for much of the anti-social behaviour in Britain, the ITV poll found.

Experts interviewed by the network blamed a lack of respect for authority.

More than 90 percent of respondents believe parents are failing to ensure their children learn proper manners and that bad behaviour of celebrities and footballers are setting a poor example for impressionable youngsters.

Spitting and swearing were the most offensive behaviours, it found, while queue-jumping and not saying "please" or "thank you" were other main gripes.

Almost 75 percent of the 3,000 people surveyed believed manners should be taught at school. (you see what we mean let someone else take responsibility! No.... you had them you raise them!)

"I suppose it's part of the breakdown in society -- the fact that we stopped having respect for figures in authority partly because those in authority didn't command it," etiquette coach Diana Mather told the "Tonight Show with Trevor McDonald," which commissioned the survey.

The head of the Campaign for Courtesy, broadcaster Esther Rantzen, said a lack of discipline was also to blame.

"I think my generation has a lot answer for because I think the youth culture in the 60s and early 70s threw out every rule book and thought it was really clever to use four letter words," she told the programme, which airs later on Monday.

"But I think things should go back, not to the old deference, not to grovelling, not to any of that but just to feeling respect, because I think that would make everyone's life more pleasant."

A British man who was attacked after converting to Christianity from Islam was told by police to "move to another place", it has emerged.

Nissar Hussein, 43, from Bradford, West Yorkshire converted from Islam to Christianity with his wife, Qubra, in 1996.

A report by Christian Solidarity Worldwide, quoted in the Times, says he was subjected to a number of attacks and, after being told that his house would be burnt down if he did not return to Islam, alerted the police.

However, the report says Mr Hussein was told that such threats were rarely carried out and that he should “stop being a crusader and move to another place”.

A few days later an unoccupied property next door to Mr Hussein's house was set on fire.

Congo police arrest penis snatchers

Police in Congo have arrested suspected sorcerers accused of using black magic to steal or shrink men’s private parts.

There has been a wave of panic and attempted lynchings triggered by the alleged witchcraft.

Reports of so-called penis snatching are not uncommon in West Africa, where belief in traditional religions and witchcraft remains widespread, and where ritual killings to obtain blood or body parts still occur.

Rumours of the bizarre theft began circulating last week in the capital Kinshasa. They quickly dominated radio call-in shows, with listeners advised to beware of fellow passengers in communal taxis wearing gold rings, who were blamed for the devastating curse.

Purported victims, 14 of whom were detained by police, claimed that sorcerers simply touched them to make their genitals shrink or disappear.

But some residents said the “victims” were simply trying to extort cash by promising a cure, proved by the reappearance of their genitals.

“You just have to be accused of that, and people come after you. We’ve had a number of attempted lynchings. ... You see them covered in marks after being beaten,” said Jean-Dieudonne Oleko, Kinshasa’s police chief.

Police arrested the accused sorcerers and their victims in an effort to avoid the sort of bloodshed seen in Ghana a decade ago, when 12 suspected penis-snatchers were beaten to death by angry mobs.

“I’m tempted to say it’s one huge joke,” Mr Oleko said. “But when you try to tell the victims that their penises are still there, they tell you that it’s become tiny or that they’ve become impotent. To that I tell them, 'How do you know if you haven’t gone home and tried it’,” he said.

Some Kinshasa residents accuse a separatist sect from the nearby Bas-Congo province of being behind the witchcraft in revenge for a recent government crackdown on its members.

“It’s real. Just yesterday here, there was a man who was a victim. We saw. What was left was tiny,” said 29-year-old Alain Kalala.
